Amy L. Franck holds a Bachelor of Science Degree in Psychology and Business from the University of Maryland. She is also a certified Level IV Military Sexual Assault Victim Advocate & Forensic Interviewer. Franck is the Founder of Never Alone Advocacy, a nonprofit organization with the following mission: To give survivors of abuse of power a platform for change and awareness through multiple venues and referral processes; to promote the development of an environment based upon mutual respectful and trust within all branches of the U.S. military; to provide an outreach to service-members who have been recipients of sexual misconduct, abuse of authority, and cover-ups; to work for accountability within all ranks, rather than selective and arbitrary enforcement of military justice; to exercise the U.S. Constitution 1st Amendment's freedom of the press to help ensure American public are aware of success and failures of U.S. military commands in addressing issues concerning sexual misconduct, abuse of authority, and cover-ups.              
In addition, Franck responds and manages the SHARP Victim Advocate program for the U.S. Army Reserve Engineers, for all soldiers west of the Mississippi, and serves as the Subject Matter Expert on all SHARP related matters. Franck ensures that the Department of Defense/Army Sexual Harassment and Assault Prevention Program objectives and goals in the training, prevention, intervention, and response to sexual offenses are met. She provides analysis of trends, behaviors, concerns, policies, and procedures to provide clear and concise reports, training, and recommendations to enhance the SHARP program and mitigate risk. Franck also manages the Defense Sexual Assault Incident Database (DSAID) and Integrated Case Management System (ICRS). She educates soldiers, civilians, and Army leaders in order to create a culture of informed, compassionate care in regard to sexual harassment and assault. Franck is recognized as the subject matter expert, with extensive knowledge in all aspects of Sexual Harassment Assault Response/Prevention, and over 15,000 hours of documented victim advocacy. She is advisor to the Commander, and provides managerial and technical assistance in evaluating programs to identify and resolve systematic issues, directs program activities that emphasize prevention of sexual assault and harassment, and established a comprehensive policy that reinforces a culture of sexual harassment and sexual assault prevention, response, and accountability. Franck provides program management and oversight to tenant units in the General Court Martial Convening Authority (GCMCA) for Army Reserve Soldiers assigned to the Engineers. She plans, sets Priorities and Coordinates with Community advocacy groups, military, local and foreign law enforcement agencies to execute training, response, and planning to U.S. personnel in assigned regions.              

Amy Franck is a proven, highly rated professional with extensive experience in the management and administration of a Sexual Assault Trauma Center and Child Advocacy Center, including forensic interviewing, expert witness testimony, peer reviews, medical management, budgeting, grants, personnel, and training requirements. She has successfully coordinated with multiple branches of the military, NATO, civilian and foreign law enforcement in multiple countries, including Italy, France, Spain, Germany, Poland, Djibouti, Cameroon, and Nigeria, to ensure training plans, prevention efforts, safety plans, and responses for U.S. personnel were maintained and executed. Franck maintains a Top-Secret Security Clearance. She completed the Army 7-week SHARP Academy, Level IV D-SAACP NOVA certification in October 2014. Franck was a Guest Speaker for the National Organization for Victim Assistance National Conference in 2017. She was selected to serve on General Odierno’s SHARP advisory panel, and has consulted on HDQA SHARP G-1 training vignettes.
